Inaugurated in 1987, the building was designed by the Portuguese architect Alcino Soutinho and is considered a fundamental work of contemporary Portuguese architecture, being the first institutional building built after the “democratic revolution” of 25 April 1974. On the façade, in yellow Negrais marble, there is a bas-relief by the master sculptor João Cutileiro, alluding to the identity of Matosinhos. Inside, it is worth highlighting the relief given to the light and the tiles, with an important panel by the master sculptor Júlio Resende.
